After discussing the response to the disastrous New England flood of 1927, William Leuchtenberg sketches the political developments during the New Deal days. The conflicts between Washington and the State governments come into sharp focus with the 1936 flood and the hurricane of 1938. The author describes flood problems during the war years, and then he analyzes recent attempts at river valley exploitation; he looks to the day when the resources of the Connecticut River will be developed properly.
